Reincarnation
Reincarnation, literally "taking on flesh again", as a belief, proposes that some essential part, usually considered to be the spirit or soul of a living being, can survive death by transformation and be reborn in a new body. A new personality is developed during each reincarnation of life in the physical world while retaining some deeper, past integrated experiences and simultaneously acquiring new experiences. Furthermore, it is also commonly believed that parts of the being also remain, constant throughout these successive reincarnations. In addition, the notion is usually held that interaction between predeterminism of certain experiences, or lessons intended to happen during the physical life, and the free-will action of the individual as they live that life exist on the same parallel, metaphysical plane.
Pagans - Witches - Reincarnation
The belief in reincarnation is a central tenet with true pagans and witches and a core component of true witchcraft. Besides witches and witchcraft, the majority of Indian religious traditions, some New Age movements, followers of Spiritism, practitioners of certain African traditions, students of esoteric philosophies, and the Ancient Greeks and Romans all held reincarnation as an important part of their beliefs.
Reincarnation and the Cycle of Life
The notion of reincarnation can be appealing, not only because the life cycle concept provides people with unlimited chances to get life right, but also because it can seemingly offer possible explanations for unexplained and strange phenomena such as the ability of some people to regress to a past life under hypnosis. Child prodigies, who are able to perform at outstanding levels at very early ages could be "old souls," having a decided advantage over others in that they possess knowledge, skills, and abilities gained from a previous existence and carried over to their present reincarnation. The foundation of reincarnation could explain why bad things happen to good people and good things happen to bad people in that they are simply being rewarded or punished for actions in their past lives. Experiences of "deja vu" could simply be memories of past lives.
What is it then that true pagans believe reincarnates? It is the higher, ideal nature of the spiritual ego, the "Self." The "Self" is our center of self-consciousness, our faculty of introspection and self-realization. Through the "Self" we relate ourselves to life and understand what we are learning. It defines our character and enables us to be self-governing. It forms the root of our conscience, stores our sum of life experience and provides the framework for inspiration, intuition, charity, and unselfish love.

I am not sure that I agree with all points of this article, but it is a good read for the basis of reincarnation.
